A Naval Fleet review is a ceremonial and stately inspection of the Naval Warships by the Supreme Commander of the Armed Forces, the Honourable President. The last International Fleet Review held off Mumbai in 2001, was a hugely acclaimed event. Since then, the Honourable President has also reviewed the Indian Naval Fleet in 2006 and 2011. It is indeed a matter of immense pride of the Indian Navy to showcase the International Fleet to the Supreme Commander again in IFR-2016.

The Honourable President of India will review the International Fleet, comprising over 75 frontline ships and submarines off Visakhapatnam on 06 Feb 2016. The Review Anchorage would have an awe inspiring combination of Naval Warships from Indian Navy as well as frontline Navies from across the globe. In addition, the ships of the Indian Coast Guard and Mercantile Marine would be participating.

After a 21-gun salute and the ceremonial Guard of Honour the President will embark the Presidential Yacht, distinguishable by the Ashoka emblem on her side and flying the President’s Standard on the Mast. The Presidential Yacht will weave through the 70 ships planned to be at anchorage off Visakhapatnam Port. As the President Yacht passes between the review anchor columns, each ship dressed in full regalia, will salute the President. In this most formal of naval ceremonies, vessels from all countries are anchored in lines at the precise spot allotted to them. Each ship is manned by her ship’s company, dressed in white ceremonial uniforms. In a moment that stands still in time, white caps are doffed in unison in a grand salutation. The resounding sound of ‘Three Jais’ by the IN ships echoes over the waves symbolising the spirit of camaraderie and bonhomie across the seas.

Along the way, the Honourable President will also witness operational demonstrations in the form of a breathtaking flypast by the naval air-arm and a daring display by the elite Marine Commandoes. The skills of the yachtsmen of Indian Navy embodying the spirit of adventure will also be on display. During the final stage of the review, a mobile column of warships and submarines will carry out a high speed steam past alongside the Presidential Yacht.

During the Review, the President will also review the Indian Naval Air Arm. A spectacular flypast led by Rear Admiral PK Bahl, Flag Officer Naval Aviation will be conducted as part of the static review of the Fleet. The flypast will comprise 15 formations of 45 aircraft including two formations from the Indian Coast Guard. This display will also showcase the latest acquisitions of the Indian Navy such as the carrier borne Strike fighter MIG 29K, Long Range Maritime Reconnaissance aircraft, P8I and the AEW helicopter KM-31.

From February 4 to February 8, a spectacle is going to unfold in Vishakapatanam. The prowess of the Indian Navy will be on display during the International Fleet Review (IFR) – 2016. According to reports, 51 maritime countries will be participating in the event.

What is special this year is that this edition will be the biggest IFR event that has taken place in India. The last one was in Mumbai in 2001 and saw the participation of 29 countries. Here are six things you need to know about the event.

1. It has a long-standing tradition

Naval Fleet Review has been followed by navies around the world for years. Every operational ship proudly displays its crest during the review. Ships sail across seas to participate in the event with friendly nations. Legend has it that Britain held its first review in 1415. Ten reviews have taken place in India since 1947.

2. It is the most formal of naval ceremonies

The President of India, as Supreme Commander of the armed forces, takes part in a review of the fleet once during his tenure. After a 21-gun salute, the President reviews the fleet by cruising past them on the Presidential yacht. The officers, dressed in full regalia, cry out “Jai”, thrice during the review.

3. There Indian Naval Air Arm will showcase its prowess

The President will also review the Navy’s air wing. A flypast will be conducted during the event, lead by Flag Officer Naval Aviation Rear Admiral PK Bahl. It will showcase 45 aircrafts presenting 15 formations. Two of these formations will be by the Indian Coast Guard.

4. Skydivers will participate in the review

This year, 24 skydivers from all over India will take part in the review. All the skydivers, who will descend with colourful parachutes, are personnel of the Indian Navy’s Marine Commandos (MARCOS). There will be a review in the presence of the Prime Minister on February 7. The first commando to reach the ground will hand over a book on Maritime Heritage to the Prime Minister Narendra Modi. The book will be released later in the day.

5. The review will showcase India’s latest vessels

The fleet review will also showcase the latest acquisitions of the Indian Navy. On display this year will be the all-weather fighter aircraft MIG 29K, Long Range Maritime Reconnaissance aircraft, patrol aircraft P8I and the AEW helicopter KM-31.

6. It will be witnessed by 1.5 lakh people

Nearly 1.5 lakh people are expected to congregate in Vishakapatanam to witness the event. LED TVs will be set up so that people can watch the proceedings. Drinking water and mobile toilets will be provided at the event. Those participating in the event are asked to bring their Aadhaar cards along with passes.

A First: Chinese Navy Will Head to India's International Fleet Review

The People’s Liberation Army Navy has accepted India’s invitation to its 2016 International Fleet Review.

China has confirmed that, for the first time ever, it will send People’s Liberation Army Navy (PLAN) vessels and representatives to the Indian International Fleet Review. India had extended an invitation to the PLAN in May, which was announced after the Indian naval commanders conference. The fleet review is being hosted by India’s Eastern Naval Command at Visakhapatnam in February 2016. According to a report by The Hindu, though the PLAN’s participation is confirmed, the details of which vessels and personnel will participate are not yet settled.

India’s International Fleet Review will be hosted for the first time by the country’s Eastern Naval Command in 2016 and will include over 60 sea-faring nations and over 100 vessels (over 90 states have been invited). According to a New Indian Express report, Indian President Pranab Mukherjee, Prime Minister Narendra Modi, and other senior Indian officials will attend the review and meet senior naval officers, including the chiefs of naval staff, of the participating states. Notably, the fleet review will be a send-off of sorts for India’s aging aircraft carrier, the INS Viraat, which is set for decommissioning after 57 years of continuous service, first in the United Kingdom’s Royal Navy and then the Indian Navy.

China’s participation in the fleet review seems to build on the military cooperation commitments Indian Prime Minister Narendra Modi and Chinese President Xi Jinping and Premier Li Keqiang laid out during Modi’s visit to China in May 2015. In that statement, the leaders noted that “the two sides will exchange visits of naval ships and hold [passing exercises] and [search and rescue] exercises.” Despite Indian mistrust of Chinese naval operations in the Indian Ocean Region (IOR), the two countries seem to be interested in promoting military-to-military contacts.

The PLAN’s participation in the fleet review comes as the Indian Navy grows concerned about Chinese naval operations in the IOR, including submarine operations. As the United States Department of Defense confirmed in its 2015 report about China’s military, Chinese Shang- and Song-class submarines are confirmed to be operating in the IOR. Last November, a Chinese submarine and warship were spotted at a dock in Colombo, Sri Lanka, confirming Indian suspicions that the PLAN was using China-funded port facilities in the IOR for operational use.

China’s participation in the Indian International Fleet Review next year will likely do little to ease Indian concern about Chinese naval activities in the Indian Ocean in the short term, but given that naval contacts between the two sides remain limited, it won’t make matters worse.

As is the tradition, the Honourable President will witness an Indian Naval Symphonic Orchestra. The origin of this magnificent ensemble dates back to 1945, when it was formed with a mere handful of naval musicians. Over the past seventy-four years, it has come a long way since those relatively humble beginnings, acquiring national and global renown as it regaled audiences across the country, and around the globe — especially during the overseas deployments of Indian Naval warships.

Military Bands have always played a motivational role from times immemorial. Military bands assist in the training of personnel by playing marching tunes on the parade ground and also entertaining the troops. These bands perform at ceremonials, which are an essential part of military service. Reaching for professional perfection and improvement has always been the forte of the Indian naval band. The Indian Navy’s Central Band was commissioned in the early 50s. The musicians are privileged to be proud ambassadors of our great and diverse country and spread the message of peace and unity across the oceans. This band is widely travelled and has performed in many countries including countries like Russia, Cuba, USA, UK and Japan.

Versatility is the hallmark of the Indian Naval Band whether arranged as a military marching band or as a symphonic wind ensemble. Its wide-ranging repertoire includes stirring martial music, arrangements of symphonies, overtures, concertos, Indian classical music, and a host of other forms of contemporary genres, including Pop and Folk music.

The Band continues to relate closely to its audience, making every effort to incorporate different forms and textures of music, thus producing a rich tapestry and embodying India’s abiding characteristic of ‘Unity in Diversity’.
